Hello V.P. Gore,

   I just read your speech on the NII of a few days ago!  It was very
good.  I like everthing you said.

   I only have one concern:  Is there a way to assure that all schools
will be able to afford access?

   In that regard, I look to the model of the Cable TV Franchise
Agreement, in which they agree to provide free hookups to the schools.  I
wonder if there is a way to incorporate that idea into the building of
this infrastructure?

   After all, who is better suited to train America's young people in the
use, importance, and understanding of this innovation than our public
schools? I hope that we will be able to make use of them in this effort.
