For a course at Syracuse University last semester, I created an AskERIC Infoguide on this topic. With any luck, you should be able to access it at the ERIC gopher (gopher ericir.syr.edu) soon. Meanwhile, there is a growing number of technology plans archived in The National Center for Technology Planning. These complete plans may be accessed through the UMass gopher (gopher k12.ucs.umass.edu) or by anonymous ftp from Mississippi State University (ftp Ra.MsState)in the directory nctp.
