REF: Twain quotation

Hello:
Someone at our office wanted to know the exact quote by Mark Twain that
contains something like:  God made idiots for practice, then he made
school board members.  (I told him he was very brave).  Can anyone give
me the exact wording?  I have tried all of my references and also tried the
Mark Twain WWW.  TIA
