TARGET: Search for foster child

Hi LM_NETters,

I hope ya'll can help me.  My grandmother (50 years ago)  had a 5 year old
boy as a foster child.  He stayed with her for about 2 years and then was
adopted by a Lutheran Minister from Ohio  (through the Lutheran Ministry
Adoptions).  She is searching for him.  Can anyone help me find places to
look for foster children?  I don't even know where to begin.
