GEN: how to handle book-ordering paperwork-help!

After I finished untangling all my orders from last year's budget, I swore
I'd develop a system that enabled me to find the original PO, packing slip,
etc, and keep track of what did and didn't come in on each order.  I set up
a system and it is already falling apart.  Today I spent to much time
looking for a packing slip to prove we didn't receive an item in an order.

If you've got a system for keeping track of
        What you ordered
        which teacher asked for it
        what came in
        what didn't come in
        how is it going to get paid for
        did it get paid for
        why didn't it get paid for
        etc, etc
please let me know!!  I want to get something set up before I spend next
year's budget (which ahs to be spent by June).
