Was "Wave 12" the last one for Year 3 of the "E-rate"?

Does anyone have any information on applications still unfunded
by the Schools and Libraries Division?  The total authorization
for Year 3 is $2.25 billion, but less than half of that amount=20
was committed as of June 30, 2000.

I will compile all messages received for a HIT to send to the
list.

With each wave of Funding Commitment Decisions Letters, the Schools and=20
Libraries Division will track commitments made to date on a national=20
scale. This data is inclusive of Wave 12.=A0=20

Step 1 - Program Overview

How the Program Works

The Universal Service Fund for Schools and Libraries, popularly known as=20
the "E-rate," provides all public and private schools and libraries=20
access to affordable telecommunications and advanced technologies. The=20
E-rate means that the rate or level schools and libraries pay for=20
services (telecommunications services, Internet Access and internal=20
connections) is discounted. Discounts are based on the number of=20
students eligible for the National Free Lunch Program. Schools and=20
libraries in low-income urban communities and rural areas qualify for=20
the highest discounts.

The E-rate provides discounts of 20% to 90% on the cost of=20
telecommunications, Internet Access, and network wiring within school=20
and library buildings. The discounts are paid directly to the companies=20
that provide schools and libraries with these technology services.=20

Who administers the program?

The Universal Service Program is administered by the Schools and=20
Libraries Division (SLD) of the Universal Service Administrative Company=20
(USAC). This not-for-profit corporation was appointed by the Federal=20
Communications Commission (FCC) to ensure that the benefits of=20
telecommunications services reach students and communities across the=20
country.=20
