CA only: State money

I know that the money that the state budgeted for school libraries can be
spent on equipment, but I'm wondering if it has to be equipment you've
never had before, or if it can be replacement equipment. I sure could use a
faster computer at the circ desk, and my laser gun seems to be going on the
blink.
