book budgets

The Department of Instructional Information Services in
Columbus, Ohio would like to know if anyone has a school
library book budget with an equity formula.

I have searched the LM_Net Archives using the terms budget, state funds,
state money, book budget, and equity with no success
and am not sure where else to look.

Any suggestions?  Please reply to me and not the listserv.  Thank you.
