ELEM: Fic or E (HELP!)

OK, I was wondering where you place the following in your library collection
Fiction or Easy?  While reviewing my collection I've noticed that it is not
consistent with these borderline series.

Arthur Chapter Books (E)
Horrible Harry (F)
Junie B. Jones (E)
Magic School Bus Chapter Books (F)
Cam Jansen Chapter Books (F)

Seems like Junie and Arthur are on the same level has Harry and such, but
they are in different sections....what do you do?
