I have started responding to people with this and a lot of other related problems in this way. Do you have a regular library program? Are you part of the curriculum? Do you have to meet certain state standards in what you do? If so, then limiting check out would infringe on YOUR required responsibilities. Years ago when we rewrote our entire curriculum over a three year span, I was included in the Language Arts Cycle. I had to have goals, and all the other things the "real" teachers had for each grade. I remind them of that when they try to tell me what they would like their kids to check out. The kids check out books related to MY curriculum, which is just as important as any body else's. If I'm not, then why did I have to do all the work? Good luck.
