There is a bit about this on the TechnoBiblio weblog December 29, 2003 entry, titled: Link Censorship (http://www.technobiblio.com/archives/000137.html) If you want to pursue it, a Search Engine World article, "Google: Linkage Part 3" (http://www.searchengineworld.com/engine/rom3.htm) written in 1998 discusses some of the potential shortcomings of PageRank, abuse, and possible improvements. Google also spends a fair amount of space discussing the ways to best improve a site's rank (http://www.google.com/webmasters/guidelines.html) and points out "Make pages for users, not for search engines".
