HIT- title I

Thanks to the many, many people who responded.  The overwhelming
response was that YES, Title funds can be spent for library books.  It
is a site based decision.  Unfortunately, after talking to our reading
department, it doesn't sounds like all of our Title funds will be spent
there, and it still won't be enough.  Thank you again for your help.
