I agree that the changing of the "junk food" bin books will create more appeal to the readers and perhaps spice-up the "taste buds" of the readers.... ....for example, starting out the new school year with some fun "Wayside School Series" books (or any "school-related" books would be great) and then putting out R.L. Stine books for Halloween would be a fun way to play-up the seasonal aspects of reading series books. In between, you can add some more "fiber" to their reading diets by adding some of those more "meaty" books that always grab readers (especially boys) like the DK Eyewitness Series books. Just changing the bin contents (or focusing on specific book bins) will encourage young readers to continue reading their favorites while moving toward those "better books" that won't make teachers cringe!
