All of your responses to this question were helpful for me. I am going to be
presenting to a group of administrators on cyberbullying in Southern
California in Friday (6 hour workshop). One of the things I will tell them
is the importance of ensuring students are using the Internet in school for
educationally related activities. You gave me great insight into different
strategies for libraries. Thanks.

Now, if there are any messages you would wish someone like me to communicate
to administrators on your behalf related to this, please do not hesitate to
let me know. :-)

One recommendation I make on monitoring is the "variable negative
reinforcement" approach of periodically asking students to show you their
history file. No warning. The request could come at any time. And you all
probably know which students to ask more often or what body language to
watch out for. 

When I was a special ed teacher (emotionally disturbed) I used a "variable
or timed positive reinforcement" approach." The timed approach is one I
would specifically pull out when the class was getting unruly. I would watch
the clock (to keep myself on track and try to remain calm) and every 3
minutes or so I would find one child doing something right and comment
positively on this.
