Cathy, Officially what your student was looking for is: UNITED STATES STATUTES AT LARGE 89TH CONGRESS - 2ND SESSION 1966 - VOLUME 80 SESSION LAW PUBLIC LAW 89-563 NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT OF 1966 SEPTEMBER 9, 1966 89 P.L. 563; 80 Stat. 718 Congress has yet to put all it's sessions online. Some very old ones have been and some fairly new ones. 1966 Falls in the middle. As a hard copy, you & your students should be able to find all the statues at a U.S. Federal Depository Library. In CA a list of all FDLs is on the State Library website, http://www.library.ca.gov, specifically at: http://www.library.ca.gov/gps/gps05a.html A pdf copy of the Statue is attached. I can find lots of references to it, but it's not available in Thomas, the National Highway Traffic Safety Admin, FindLaw's US Codes, Cornell Law. Any other ideas?
