This appears to me to be overkill. There are some issues that need to be
addressed. It is important to have approval from parents for images/work of
students to be shared on the Internet. This is covered under FERPA Directory
information - but I think more care is necessary. Student videos should not
include copyrighted material used without permission - but a video of books
on a shelf would not violate the copyright of the publisher of those books.

Students do own the copyrights to the work they create - and this can get
even more complicated with joint creations. So it is helpful to have a
general copyright release of permission to post student material on the
school web site. 

I am working on some material on this. This will include student curriculum
and teacher professional development. It will address consuming and creating
in web 2.0 - information credibility, attribution, copyright, legal issues
related to publishing, establishing credibility, and effective advocacy.

But first I am trying to finish up some Internet safety materials for middle
and high school student - plus professional development.
