[LM_NET] Question about Catching Fire by Suzanne Collins

This question is only for those who have read Catching Fire by Suzanne
Collins.

I'm suddenly drawing a blank.  Katniss paints Seneca Clare's name on the
dummy in front of the game makers, but I suddenly can't remember who
Seneca was and why this had such an effect on the game makers.  Can anyone
help?
