I agree with what you say about library discipline.

        Teachers  MUST  accompany their students to the library and
become involved with what is going on during the library time.

AND

        Librarians MUST get together with teachers and tailor their
activities with what is going on in the classroom.

Doing these two things will solidly ciment class and library together,
and make the library the heartbeat/circulatory system of the school.
