TARGET-->District Tech Structure

I am interested in how different districts deal with technology.  That is,
how is technology acquired within a district, who decides what direciton
to go (labs, CD-ROM, LANS, WANS, media delivery systems, etc.), how is the
need for technology communicated up and down the pipeline, etc.  Who are
the tech people in your district, are there committees, building level,
district level, etc.  In addition, once a specific piece of technology has
been acquired, how is it inserviced.
