The (wonderful) email program I have available to me (PINE) will automatically add an "Re:" and duplicate the sent-message header after that when one presses <R> for "Reply". If one is paying attention, one just moves up and backspaces out the question mark. But not everyone (and, occasionally, that will undoubtedly include me) will always be paying attention. However, if we make this common practice, the number of slip-up headers w/ question marks which shouldn't be there might be pretty low.
