New library in an alternative HS

Hi everyone!  I am soon to begin the school year in a new position.  I will
be the first media specialist in an alternative High School that has had a
self help library for the last 12-13 years.  The collection is basically
non-existent (or will be as soon as I am through weeding). I will start
out with the reference section and want to use as much technology as
possible.  Yes, money has been promised but no one has given me an exact quote.
Any suggestions you have regarding setting up a new library will be greatly
appreciated. (Things you wish you had done but didn't)  I would also like
some information on networking CD-ROM.  Recently, someone told me the
technology that is now available doesn't support the graphics on a network,
