Ref: Xmas TV show/book title

A patron asked me if I knew the name of the book that a particular
television movie was based on.  I'm hoping someone out there remembers
this movie.  It's an old one.  I even recall having seen it years ago
(I believe it was in black and white) but don't recall the title of
the show or book it was based on.  Briefly, the story's about a young
boy who searches for the best families to give his many brothers and sisters
to after his mother dies and they become orphans.  Father died earlier.
He searches for the best families to care for each child.  His baby
sister is the last one he finds a home for.  It's Christmastime
and a family in the country takes her in.  Another family in town
wanted her but he felt they would not have been good to her.  He
then leaves to find work, even though he's quite young. Sad ending.
