UN Agenda for Peace

I need a little help. We cannot find the text for Ghali's Agenda for
Peace. I believe it was an address to the UN at the first of the year.
I haven't had much gopher experience & need the answer quickly just to
prove a "real" librarian is needed manning the library.  I promise to
become for fluent in gopher talk really soon.
