Ray, you haven't asked about the philosophy behind classroom collections
vs. library collections.  I am assuming that the classroom collection
is permanently in a particular classroom.  If that is so, I question the
feasibility of having money go to classroom collections prior to a
fully stocked library collection.  Very few libraries, if any, in my
area are fully stocked.  Therefore, any money to a permanent classroom
collection limites the availability of those books to only the students
in that classroom.  Which leads me to the position of being opposed to
classroom collections on a permanent basis (as opposed to borrowed from
the library) until the library is fully stocked.  The library serves
everyone, not just 20-30 students.  Collections can change to suit
the needs of the classroom.  (Which brings up another point--static
collection in the classroom if there is a permanent classroom collection.
Unless, of course, the teacher rotates the collection--then why not
have those books in the library, being used by others?)  Freida Hammett,
