All All tv sets 13" to (i believe) 27" must have built in decoders after July 1, 1993 but none of those were required to conform to Fed. standards. After this month, I believe, they must all be manufactured to conform. The decoder iii and above will conform and will be able to process special signals now being set up for decoders --i.e.: color captions; full capital letters and small letters ability and ability to place caption any where on screen. Also, the newest signals will allow the caption to scroll out of the way when someone is identified as a speaker during an interview. These changes are not happening immediately but will be phased in slowly. If you see // slash marks in front of your captioning that means the technology is too old to do the new jobs!
