Yes, there is an archive on library policy statements on the interenet.
If you have gopher capabilities, type the following at your system prompt:

            gopher gopher.eff.org

then select #5 Computer & Academic Freedom Archives & Info./
           #32 Library Policy Statements/
           #35 Selection Policy Writing Workbook (ALA)

Actually #32 "Library Policy Statements" gives you three entire pages of
library policy menus.  HAVE FUN EXPLORING THESE AS WELL.
