Internet access

I am interested in finding out how K-12 teachers and librarians are
provideing access to the internet for their students.  In our state,
we have a FreeNet where any resident can obtain a user ID and are
provided with a toll free number.  I am cocerned with our students K-8
having their own ID's since their full name is accessible within the net-
work directory,  I am concerned with the privacy of the students.
Do you recommend teacher accounts only or the use of some form of
