LM_NET: Library Media Networking

Can anyone suggest software and peripherials that are reasonably
priced
 ($500-1,00 total--and I prefer the lower end) for editing videos.
We
  would like to be able to cut segments, add segments, have some
ability to
add titles and add sound.  Preferrable, it would be user-friendly
enough
  that intelligent 5th graders could use.  Does such exist?  If you
have
  experience, could you share some information about it with me?

(I apologize for the ragged transmission--but I have tried everything I
can think of to set the margins correctly--if anyone knows what to do to
get an old version of Microphone, using MacWrite 4.6 as the default
software, please let me know.  I am asking Santa for an update of
Microphone:)
