Thank you to all who responded to my query.  I asked:

      Unless I'm not understanding what I read in articles about
copyright, I think that the minute any music hits a CD, be it
under copyright or in public domain, it comes under copyright
because of the performance and ownership of the CD itself.
      . . . call the music librarian at your nearest college or
university. . .

     We get a whole library of music selections each year through
our the National Federation for Local Cable Programmers (NFLCP).
It's called the DeWolfe Music Library.  Each year we can select
from a tremendous variety of CDs and it's all cleared for
broadcast.

     In CD-ROM Warehouse catalog there is an ad for "Music Madness"
I & II. The description for Vol. I states: " Provides 318
royalty free music loops and effects in 11K, 22K (8bit) and 44K
(16bit) formats. Styles include jazz, rock, funk and multimedia
singers." Price is $49.95. This is in Mac format but I'm sure
you can get audio CDs with the same type of clips.

     In response to your interest in PD audio strips, I think there
is a CD from Walnut Creek with audio for rebroadcasting.  I read an
ad for such a product recently - if this is not the right place,
let me know.

suppose I could get myself in big trouble but we get around using
commercial music by giving the artist and producer credit in the
credit line.  Our state media fair guidelines allow this and I

only I don't worry about it a great deal.

     The MEI/Micro Center catalog has a few CD's listed in their
catalog.  One is just $5.83 and contains 100 license free music
clips.  The name of it is called "Music Tracks".  Call for a

collection our county bought is quite extensive; I don't know
if there are other packages available.
