You tell them what you want of course. In our case all of our barcodes are in the 200,000 series (HS is 300,000, Intermediate is 100,000, etc) so the patrons are automatically set up to go from 201,000 to 209,999. We also use 14 digit barcodes so a patron's full number would be 30041002011119 (the significant part is 201111 - the last digit is a check-digit, the 30041 is the code for our building [HS is 30001] and the middle 00 are place keepers. My memory of the state student number is that it is a social security number. I'm not sure how Winnebago would/could handle that since all patrons should be in the same number series.
