ELEM Shelving Easy

Our LMC is considering reorganizing the Easy (picture book) Section and
seeks information on the preferred method of shelving:
         in cubbys, bins, etc. by the first letter of the author's name
with less concern for all the
                "Brown, Marc" and all the "Brown, Marcia" filed together
        on the shelves in strict author order-1st three letters--each
author in correct order and
                 all together
        other system?
