Gen: Home Page Construction

We just received a grant which (among lots of other things) will allow
grant us connectivity to the WEB across our network.  As part of this
grant we need to construct our own home page...can you suggest what we
need to do to get started on this venture?  Are there any places on the
WEB or books that we might refer to, to help us learn how to construct a
home page?  I understand that you need to know about HTML...we are very
green at this, but eager to learn!!

Any help would be appreciated!
