TECH: Inserving for technology

I have just been appointed to a subcommittee of our technology committee.
We have to come up with a plan to provide inservice instruction to the
school staff in the use of computer assisted learning resources. If you
have been through this process, or have drafted a plan for bringing
teachers into the computer age, I would be very grateful to hear from
you. Our subcommittee is meeting on January 3rd, and we are supposed to
bring something to the full committee on the 8th (!) Specifically, do you
do small or large group inservices, provide released time or meet after
school hours, have a district technology coordinator who has the
responsiblility for organizing the inservices? Any input or suggestions
will be most welcome.
  I realize this is probably the worst time to post a question, but hope
that we can get some guidance before we tackle this issue.
