The HOTS program (Higher Order Thinking Skills) was developed by Stan Pogrow at the University of Arizona. It is a validated approach to Chapter I and as a matter of fact was originally developed specifically for Chapter I. It is a proven, non-remedial approach which increases thinking skills and also improves basic skills. It is not an "add-on" activity, it is a complete 2-3 year program. You need a lab with Apple II computers (this may have changed - my info is a little dated), a very good teacher, and training.
