FCC control of on-line services

I am posting this for a collegue who does not yet have internet access.
She is preparing a paper on the question of supervision/control of
content and access to internet resources, specifically F.C.C. regulation
of content of on-line services.  She must cover at least four pro and
four con editorials.  We have had not problem with the cons, its the pros
that are scarce on the ground.  Does anyone out there have some
suggestions of recent edtitorials in favor of such government regulation of
on-line services?
