public/school approach to service

A thought that crossed my mind is the level of service the public library
approach takes. I know some who have a jigsaw puzzle going while the ref
librarian hunts down the requested info -- students questions as well. The
phylosophy statement for my program is Give them a fish they eat for a
day, teach them to fish, they eat for a lifetime. My approach is to use a
pole, not plasatic wrap.
Wouldn't that be a big hurdle to overcome for a combined service?
