Statewide Technology Plans

I am on a technology planning committee for our state
association and an looking for the names of states that have developed or
are developing statewide online technology plans either for their schools or
for the whole of state government.  I know such states as Texas and
Oklahoma are hooking up all schools and Utah has a BBS for all government agenci
 es.
What is the state of online technology in your state?
