GEN: School phones

Dear LM-Netters-I need to attend a meeting in which teachers
and administrators are trying to come up with a rationale for
increasing the telephone lines at our high school.  There was a
wonderful article in a recent professional journal but I don't
-remember which one and what month.  I sure would appreciate
any ideas or  help before my afternoon meeting.  TIA-
