TARGET : Site vs. District Technology staff

Our Technology planning committee is preparing to make
recommendations for personnel changes, and we have a chicken or
the egg type question.

Which should come first in your opinion(s) :
        The site level technology person, to be in charge of
school technology planning, troubleshooting, inservice,
installation, etc.
                OR
        The district level technology person, to be in charge
of long term technology planning for the division,
identification of standards, staff development, capital
technology projects, grants, etc.

I see merits both ways. Ideally we need both at the same time,
but realistically that won't happen. Let me know your votes and
I'll post a hit.
