Yes, it could happen at the elementary level. In Delaware we have a state
regulations regarding disposal of books. Giving them to students is not
an option.
The bottom line is: What message are you giving the student? there are
many more positive ways of getting books into the hands of children. Our
first and second grades take part in RIF. We also have a Buy One Get One
Free Book Fair every year stocked with the students' favorite titles.
Classroom teachers have Troll and Scholastic book clubs.
