AV Broadcast systems vs. individual units

LM_NETTERS:
Our school district is preparing a large technology bond issue.  For part of
the preparation, we are considering wiring the building for broadcast of
student announcements, etc.  Our teachers are requesting a TV, VCR, laser
disc player in each room.  One member of our team suggested the centralized
AV system which allows the teacher to arrange for the showing of a particular
video at a specific time.    What I need from you is this:  Anyone working in
a school where such systems are already in place - what are the positive and
negative aspects of them?  Anyone working where other solutions are used for
this problem, please let me know what you've come up with that works, or
doesn't, and why.  Presently, our teachers are sharing equipment on carts,
and frankly are tired of moving carts around all the time.  Any insight you
can give us will be put to good use.
