I disagree.  I am the librarian at a small private school, with limited
space in the library.  Students know that I keep the library open during
lunch for those students who need a quiet place to study, do research, or
read.  Those who refuse to comply are asked to leave in order to allow
serious students in.  You have to be firm and support those students who
want to use the library effectively.
