acceptable use policies

Hi guys!
I am helping a committee who is working with creating an acceptable use
policy for students accessing the Internet at school.  In an attempt to
examine all sides of this issue, does anyone know of an instance (case)
where such a policy created problems instead of solved them or resulted in
an unanticipated reaction from anyone in the community.  I need this
information if it exists by October 3.  TIA  :*)
