UNISON and Windows 95

Our district middle schools and elementary schools have recently
purchased Follett's UNISON to be run under Windows 95.  They're looking
for a cover program so that students cannot access Windows 95, but
simply have icons onscreen to access applications.  Has anyone dealt
with this problem, or know of a program which will accommplish this?
