There is both good and bad news in the new Telecom law. The bad news is, of course, the *indecency* provisions which have sparked lawsuits and the Blue Ribbon Campaign on the Web. The good news is that the Snowe amendment was included in the law that Clinton signed. I believe that this requires telecommunications companies to provide Internet access to schools and libraries at reasonable rates. Will someone who has been monitoring this amendment please post a report on the implications of this part of the new telecom law to schools and libraries?
