Are your classes organized into homerooms? If so, try offering prizes to the class the has the least number of overdues over a month or week. Prizes that I've used are things like a computer generated poster or banner that states, "Class x has the best book return in January!" or "Grade x has no overdues in December!" Sometimes using the homeroom teacher's name in the banner motivates the teacher to encourage their kids to return books, too. Another prize can be the opportunity to keep the library mascot in the homeroom for the month, or make up a brand new "No Overdue" mascot. Hope this helps.
