downloading Netscape Problems

Dear LM_Netters:

I have tried to download Netscape 2.0 several times.  I get through it and
it gives me an error message

    Unable to configure a viewer Error no. 16

What does this mean?  Do I need to go out and buy Netscape to get it
downloaded.  As an educator, we get it free but I can't even download it.
