I spent months on such a handbook when I was in my school. In fact, it was a special project for my MLIS degree. It was a God send to me in quite a few situations. I hand delivered a copy to each of my 75 teachers and pointed out a few things they needed to know. Most of them quietly laid aside and never looked at it again. Then when problems arose and the teacehr claimed I never told them, I calmly opened the book and showed them the page regarding the problem. No more problem - no more arguement! Best decision I ever made! I would send you a copy but I have been out of the school now for 6 months and don't have access to one any more! Best!
