Designing New Information Center

At my recent evaluation, I was assigned the following tasks:
Design a K-12 Information Center, both physically and intellectually.
Write a job description for the Information Specialist.
Define/write/adopt a weeding policy for books and equipment.
Show research on % or numbers of books and types of books in the collection.
 (Fiction vs. Non-fiction, elementary vs. high school, reference, etc.)

My superintendant is a life-long learner who reads research and believes in
finding the "best" way to go--providing a direction.  Money is not an issue,
as long as there is a sensible plan and room to grow with technology.  Oh,
and in my spare time I will be automating the information center.   I am
fortunate to be respected and entrusted with such a task.  Help???  Thanks!
