TECH: SEC: First Class

I would like information about schools with low budgets which have used the
program First Class to organize their computer networks.  Does it just work
like a bulletin board?  Would it be better to have a website or series of
websites? With the aid of volunteers we're beginning to move towards a net
connection and possibly in a while networked computers.  One volunteers has
suggested First Class.  TIA
